The fees are small, the daily limit is the real constraint
Withdrawing at the ATM of the bank that issued your card is free, and withdrawing at another bank's machine costs between 3 and 7 Egyptian pounds per transaction depending on the bank and the card type. By international standards these are trivial amounts, which is why they are not what determines your real cost.
The binding constraint is the ceiling. The maximum daily ATM withdrawal is 30,000 pounds, while cash withdrawn in local currency at a bank branch can reach 250,000 pounds a day — more than eight times as much. Anyone needing a large sum needs the branch, not the machine.

Balance enquiries are charged outside your own network
Checking your balance at a different bank's machine costs one to two pounds, while the same enquiry inside your issuer's own network remains free. The amount is negligible in isolation but it recurs, because the balance check is the thing people do most often at a machine.
The banking app performs the same function at no charge. Keeping enquiries on the phone and reserving the machine for cash removes the item entirely.
A flat fee makes small withdrawals proportionally expensive
Because the charge is fixed and unrelated to the amount, taking 500 pounds from another bank's ATM at a 7-pound fee costs 1.4 per cent, while taking 5,000 pounds at the same fee costs less than a tenth of a per cent.
The practical conclusion is that one larger withdrawal beats several small ones. With the machine ceiling at 30,000 pounds a day, most monthly cash needs can be covered in one or two visits.
If the machine retains your card or debits without dispensing
Record the time, the address and the ATM number, and keep the receipt. The complaint goes to the bank that issued your card, not to the bank that owns the machine — only the issuer can open the dispute inside the payment system and return the money.
When an amount is debited but no notes emerge, the settlement between the machine and the bank usually identifies the difference by itself within a few working days. File the complaint immediately in any case, so that you hold a date and a reference number to follow up with.
